Evaluation framework (cost, complexity, time)

This page defines how we will compare build/refit/buy. The goal is to prevent "pretty boat bias" from overriding engineering and schedule reality.

Scoring dimensions

Dimension	What it means	How we will estimate it later
Cost	Total cost to reach "meets requirements" and "reliably operable".	Purchase/build cost + refit + deferred maintenance + yard time + spares + survey/insurance.
Complexity / risk	How many things can go wrong and how hard they are to debug.	Count major integrations; assess novelty; review known failure modes; consider owner skill/time.
Time-to-completion	Calendar time until you can sail safely with working systems.	Lead times + labor hours + sequencing constraints + commissioning + sea trials.

Stop conditions (when an option fails early)

Can’t meet draft/beam/bridgedeck-clearance constraints (verify at loaded displacement) without compromising safety or handling.
Can’t meet interior height/cabin requirements within the hull volume (especially refits).
Electrical generation/storage cannot plausibly meet the charge/runtime requirements within weight/space limits.
HVAC zoning/cross-ducting cannot be implemented without major structural changes (refits).

What we will not optimize (initially)

Perfect interior aesthetics.
Exotic materials or high-end customization that increases schedule risk.
Nonessential IT systems if they cause significant marine reliability risk (they must be modular/isolatable).
